We've got this weird thing here in Wisconsin that's more enforcement bias than actual law. We've got a de facto nude beach not far from town, so there's a lot of discussion about what is & isn't technically legal.
According to state & local laws, you can be nude in public. You don't get busted for indecency unless you're both naked, and being lewd & lascivious. However, if a woman were to be topless in public here, and somebody (most likely a 6 year old boy in a 43 year old male body) started acting like a jackass, the woman would be cited for disorderly conduct because her boobs are the "cause" of the problem.

For breast-feeding purposes women should be able to whip em out whenever the kid is hungry, but sadly that is not the case everywhere. For general toplessness, look at the african tribes where it is the norm to be topless. I think that in a couple of decades society will be a lot more comfortable with random nipples etc showing.
